Intervention
• Sensitized Government official through one-to-one meetings, national dialogues and seminars with MOHFW, NTCC, NILG, TFCs and LGIs.
• Online surveillane on 7806 POSs to monitor TI interference, mobile court operation, POS licensing.
• Facilitated 32 mobile court operations by sensitizing local government officials to enforce and implement TC law
• 10 Mayors issued official notice for mandatory licensing by LGIs to 5000 POSs
• Generated evidence by conducting research to strengthen national tobacco control policy and law.
Successes
•The average number of advertisement materials per POS were 3.2, 1.4 and 0.79 in 2019, 2023 and 2025 respectively
•Percentage of tobacco advertisement free POS increased at 2.6%, 31.3% and 42.0% of all the POS in 2019, 2023 and 2024
•LGIs earned BDT 1,493,500 through licensing of 2,987 Points of Sale (POS)
•NTCC and Ministry of Health and Family Welfare committed to adopt online surveillance system country wide
•NTCC is looking for developing system for government sustainable funding for the NGO
Challenges
• Tobacco companies compensate the POS owners with the same amount of money fined during mobile court
• TI people instigate the POS owners to resist the works of Grambangla team
• POS owners do not print and use the Ad. Materials willingly, but law victimize them. No law to punish the TI for printing Ad.
• Executive Magistrates are highly interest to operate mobile courts for TC, but they are burdened with other huge responsibilities
• Some Mayors were found hesitant to sign official orders for not to use tobacco and to make tobacco free spaces since he himself is a tobacco user
